Directly, no. Insurance payments are an operating expense rather than a reserve component. Indirectly, yes. A rise in insurance costs typically coincides with a rise in costs of living (since insurance premiums affect pretty much everyone). Thus, it could indirectly show up in escalated reserve project costs in an updated Reserve Study report.
